My name is Marco Freitas, and my research is the comparison of operational level peace operations doctrine of Germany, France and Canada.
And like help me find documents describing the German view of Peace Operations.
The centre of my research is  to analyze the changes in the operating environment have resulted in a fundamental change to the shape and nature of Peace Operations (PO). The result is that PO have become closer in nature to intervention operations, with a focus on peace enforcement operations, rather than the traditional peacekeeping operations upon which most nations developed their PO doctrine. This has resulted in chenges to PO doctrine by Germany, Canada and France. Given that doctrine estabilishes the conceptual framework for how militaries conduct operations; a common doctrine is desired to ensure interoperability among allies and coalitions members. Thus, the intent of this research is to determine if and where canadian, french and german operational -level doctrines diverge and converge.
To analyze I need a manual informing the doctrine or concept of the German peace enforcing operations and key element of national doctrine in peace enforcement: consent of parties, impartiality, use of force, agreement in place, UN chapter VI and UN chapter VII.

I fear a document, like a common-doctrine for all engagements of German forces does not exist. Instead there are "rules of engagement", tailored to to fit the need of every engagement outside Germany where a participation of German forces is desired. This "ROEs" have to be approved by the German government befor any solders sets foot on foreign soil.

Given that, there are different ROEs for Afghanistan, Kosovo and where else German forces are involved today or will be in the future.

To analyze I need a manual

Now this might become a problem. In Germany, virtually every (field) manual is classified and not available to the public.
Be it technical, tactical, operational or doctrine stuff.

However, you could get some useful information from the PR dept of the German MOD:

A good clue might be the "verteidigungspolitischen Richtlinien", which are published by the German MOD. The released a new version this year, making the old framework from 2003 obsolete.
